Shared Care Record Use Takes Off in the County Council

Adult social care staff at Leicestershire County Council are reaping the benefits of using the Leicester, Leicestershire and Rutland (LLR) LLR Care Record to access more information about the people they are caring for, powered by Interweave.

By the end of last year (2025), a total of 678 colleagues within the local authority had accessed LLR Care Record training. Since training began in 2022 on the LLR Care Record to county council staff, there have been 28 online training sessions provided, including refresher sessions.

Similarly, user numbers on the LLR Care Record have continued to grow. There was a 50 per cent growth in unique users per month over the course of 2025. Total logins to the LLR Care Record by county council staff grew 53% during the year, up from 1,354 in January 2025 to 2,068 by October 2025.

Jim Lorinson, Head of Service for Access and Digital in the Adults and Communities department at Leicestershire County Council, said: “All our front-line teams are trained on using the shared care record, and we have a constant push for new members of staff and agency workers to get the training.

“All teams find it beneficial, especially in terms of time saving. Staff and managers tend to promote it to each other as they understand the benefits of using it, both for themselves and for the people we work with. Informal feedback is that colleagues find it really useful for finding GP health information (saving possibly hours of phoning and waiting for call-backs), hospital discharge information and equipment provision.”

The LLR Care Record joins up people’s health and care records across the NHS and local authorities. It means information recorded about someone’s health and care such as illnesses, medications and hospital admissions can be accessed by different people who are directly involved in their care. Hospitals, GPs and other health and care workers have always tended to have separate records – the LLR Care Record allows the data from these to be seen in one place.

Fiona Campbell, Strategic Service Manager in Operational Commissioning at Leicestershire County Council, said: “Since the use of the LLR Care Record, our teams have been able to direct people to the right place at the right time. It’s great for us but also allows better connections with people. It has reduced the amount of contact we make to GP surgeries, freeing up their time for people who need to make appointments.”

Kris Pagett, a Team Manager in Operational Commissioning, at Leicestershire County Council, added: “Having the team use the LLR Care Record has made a tangible difference to the staff’s work. It has enabled them to swiftly access appropriate records which has helped ensure people get to the correct team sooner (such as someone with a learning disability) or confirming a diagnosis for the purposes of a Mental Capacity Act assessment.”
